La governance è al centro dell’attenzione delle istituzioni internazionali, sia che raggruppino Paesi in via di sviluppo o Paesi industrializzati. Il concetto è oggetto, in queste sedi, di definizioni ampie e generiche (spesso rappresentate da insiemi di principi), che hanno lo scopo di essere condivise ed accettate da Paesi con culture e tradizioni amministrative alquanto lontane. Ben più interessanti appaiono, pertanto, gli sforzi di queste istituzioni nel rendere il concetto operativo e quelli verso la sua misurazione. Se da un lato queste esperienze possono offrire spunti utili alle amministrazioni pubbliche nazionali, dall’altro rimane tuttora aperta la questione dell’influenza che i modelli nazionali di governance esercitano nell’ambito dei processi di definizione a livello internazionale.

Definitions of the term in these fora seem rather wide and generic (often represented by several principles), the aim being that of finding an appropriate and shared definition for all member countries with quite differing administrative cultures and traditions. For this reason, the efforts of operationalising the concept and subsequently measuring it entail much more interest for researchers. Finally, an open issue concerns the national models of governance and the influence they exercise on the adoption of governance models at the international level.
