La dottrina nazionale ed internazionale ha ampiamente analizzato il processo di valutazione ex-ante delle iniziative di Project Financing (PF). In Italia, non esiste alcun metodo (quale, per esempio, il Value for Money adottato in Gran Bretagna) da applicarsi obbligatoriamente per valutare preventivamente questi progetti. Per tale motivo appare interessante analizzare come (e per mezzo di quali metodi) le organizzazioni pubbliche italiane valutano tali iniziative e se, in tale prassi, il loro principale fine sia quello di perseguire l’interesse pubblico. L’articolo presenta i risultati di un’analisi empirica incentrata sulle prassi adottate da alcune aziende sanitarie pubbliche nel realizzare la valutazione ex-ante delle iniziative di PF in cui sono coinvolte.

In Italy, there are no compulsory methods for evaluating these initiatives in the pre-decisional stage (such as Value for Money used in the UK). For this reason, it is interesting to analyse how (and by what methods) Italian public organizations evaluate these initiatives and whether their fundamental aim in this practice is the pursuit of public interest. this paper presents the results of an empirical analysis focused on the practices adopted by some Italian public health-care trusts in carrying out the pre-decisional evaluation of their PFIs.
