National and international literature have widely analysed the pre-decisional evaluation phase of Project Financing Initiatives (PFIs). In Italy, there are no compulsory methods for evaluating these initiatives in the pre-decisional stage (such as Value for Money used in the UK). For this reason, it is interesting to analyse how (and by what methods) Italian public organizations evaluate these initiatives and whether their fundamental aim in this practice is the pursuit of public interest. this paper presents the results of an empirical analysis focused on the practices adopted by some Italian public health-care trusts in carrying out the pre-decisional evaluation of their PFIs.
