Il Piano Integrato di Attività e di Organizzazione (PIAO) rappresenta un’occasione straordinaria per risolvere le criticità che hanno caratterizzato l’eterogenea architettura programmatica delle Pubbliche Amministrazioni (PA) italiane sin dagli anni ‘90. Per cogliere questa opportunità le PA dovrebbero programmare le proprie performance secondo cinque criteri di qualità desumibili dalla letteratura economico-aziendale: Semplificazione, Selettività, Adeguatezza, Integrazione, Funzionalità al Valore Pubblico (VP). Il gruppo di ricerca ha analizzato i PIAO 2022 delle dieci Mega-Università italiane, al fine di individuare i punti di debolezza e di proporre possibili soluzioni per affrontare l’imminente sfida del PIAO 2023 secondo un percorso mirato di incremento qualitativo dei documenti.

The Integrated Plan of Activities and Organization is an extraordinary opportunity to resolve the critical issues that have characterized the heterogeneous programmatic architecture of Italian Public Administrations since the 1990s. To seize this opportunity, the PA should plan their performances according to 5 quality criteria derived from the managerial literature: Simplification, Selectivity, Adequacy, Integration, Functionality to the creation and protection of Public Value. The research group analysed the PIAO 2022 of the 10 Italian Mega-Universities. The paper aims to identify weaknesses regarding quality criteria and to propose possible solutions to address the imminent challenge of the PIAO 2023.
