La valenza del concetto di controllo strategico applicato agli enti locali e la comprensione della sua rilevanza anche pragmatica sono legate all’approfondimento della cornice teorica entro la quale analizzare sia il ruolo dell’ente locale, sia le caratteristiche del controllo strategico. Gli studi più recenti sembrano individuare due distinti schemi, il New Public Management e il Network Approach; il primo come framework teorico che ha accolto concetti e strumenti del processo strategico di stampo “tradizionale”, il secondo come schema teorico alternativo che re-interpreta le dimensioni più prettamente politica e organizzativa dell’azienda ente locale. Il contributo tenta di chiarire, anche in chiave comparativa, le caratteristiche dei due quadri concettuali.
The value of the concept of strategic control applied to local government and the understanding of its practical relevance are linked to the study of the theoretical framework used to analyse the role of local government as well as the main features of the strategic control activity. Recent studies define two different patterns, the New Public Management and the Network Approach; the first theoretical framework embraces traditional concepts and instruments of the strategic process, while the second seems to be an alternative framework because it is founded on the organizational and political dimensions of the economic concern of each local government. This article highlights the features of the two conceptual frameworks.
