La possibilità di realizzare modelli flessibili e integrati di governo dell’offerta socio-sanitaria in grado di soddisfare in maniera dinamica e olistica i bisogni della collettività è avallata dalla progressiva affermazione delle logiche di governance nell’esercizio delle funzioni e dei poteri pubblici. Prendendo in esame i progetti e le prestazioni erogate a titolo di prestazioni sociali a rilevanza sanitaria (d.P.C.M. 14.2.2001) dal Comune di Roma, il presente lavoro si propone di ricostruire, in ottica di public governance, la rete di relazioni costituita per la programmazione e la realizzazione delle diverse iniziative. All’indagine di carattere descrittivo si affianca una dimensione causale volta all’individuazione delle criticità emerse nella realizzazione degli interventi.
The health care and social service reform is moving towards greater inter-organizational relations and service coordination at the local level in order to enhance the performance of the public system to improve the well-being of the overall population. Public governance is a key concept in organizing a service delivery system that enhances collaboration among a variety of stakeholders (citizens, public organizations in the health and social service system, non-profit organizations etc.). This paper investigates the network among public, private and non-profit organizations established in a large town in Italy in order to program and implement social services that have an impact on health. It also defines the perceived obstacles to health and social organizational cooperation.
