Il conferimento di funzioni dal governo centrale ai governi regionali è sull’agenda dei governi di un significativo numero di Paesi dell’OCSE, oltre ad aver caratterizzato il dibattito pubblico italiano per oltre un decennio. Tuttavia, il processo di implementazione delle riforme che sono approvate sul piano normativo è stato in parte incompleto. Nel lavoro, si assume che parte della spiegazione origini nelle caratteristiche del sistema politico-amministrativo e nell’effetto di contemporanee riforme del management pubblico. Il paper analizza i processi di devolution in Gran Bretagna e Spagna allo scopo di trarre lezioni utili per condurre interventi di decentramento in Italia.
Devolution is on the governmental agenda of Italy as well as a number of countries in OECD and elsewhere. In Italy, although the reform has been on the top of the political agenda over the last decade, different reform designs have not led to equally wide and radical implementation proces-ses. We assume that part of the explanation lies in the features of the politico-administrative system and the contemporaneous reforms of public management. To draw lessons for Italy, a comparative analysis of devolution in two other countries, Great Britain and Spain, is conducted.
